The name "United Nations", coined by United States President Franklin D. A prominent industrialist, McCone also served for more than twenty years as a governmental advisor and official. Most importantly, he was chairman of the U.S. Atomic Energy Commission (1958 - 1961) and Director of Central Intelligence (CIA) (1961 - 1965).He was a key player in John F. Kennedy's strong stand against the Soviet Union in the Cuban Missile Crisis, although he was the lone Republican on the National Security Council. In the Honeymoon telegram of September 20, 1962, he insisted that the CIA remain imaginative when it came to Soviet weapons policy towards Cuba, as a September 19 assessment had concluded it unlikely that nuclear missiles would be placed on the island. (The telegram was so named because McCone sent it while on his honeymoon in Paris, France, accompanied not only by his bride, but by a CIA cypher team as well.)McCone's suspicions of the inaccuracy of this assessment proved to be correct, as it was later found out the Soviet Union had followed up its conventional military build up with the installation of 3 megaton Nuclear Weapons, coupled with MRBM's (Medium Range Ballistic Missiles) and IRBM's (Intermediate Range Ballistic Missiles), sparking off the crisis in October when they were later spotted by Lockheed U-2 Surveillance Flights.McCone resigned from his position of DCI in April 1965, correctly believing himself to be unappreciated by President Johnson. Upon his resignation, McCone submitted a final policy memorandum to Johnson arguing that Johnson's expansion of the war in Vietnam would arouse national and world discontent over the war before it brought down the North Vietnamese regime.Throughout his career, McCone served on numerous commissions that made recommendations on issues as diverse as civilian applications of military technology and the Watts riots.[1]------------Allen Welsh Dulles (April 7, 1893 – January 29, 1969) was the first civilian and the longest serving (1953-1961) Director of Central Intelligence (de-facto head of the U.S. Central Intelligence Agency) and a member of the Warren Commission. Between stints of government service, Dulles was a corporate lawyer and partner at Sullivan & Cromwell.Dulles was the younger brother of John Foster Dulles, Eisenhower's Secretary of State and Chairman and Senior Partner of Sullivan & Cromwell, and the grandson of John W. Foster, another U.S. Secretary of State and brother to diplomat Eleanor Lansing Dulles. His uncle (by marriage) Robert Lansing also was a U.S. Secretary of State. His nephew, Avery Dulles, is a Cardinal of the Roman Catholic Church and a Jesuit priest who teaches and resides at Fordham University in The Bronx, New York.Operation 40 was a CIA-sponsored undercover operation in the early 1960s, which was active in the Caribbean (including Cuba), Central America, and Mexico. Created by US President Eisenhower in March 1960 after the 1959 Cuban Revolution and presided by vice-president Richard M. Nixon, it included people such as Frank Sturgis (who would later become one of the Watergate burglars), Felix Rodriguez (a CIA agent who later hunted down Che Guevara), Luis Posada Carriles (now held in the US under illegal immigration charges, he is demanded by Venezuela for his key role in the execution of the 1976 Cubana Flight 455 bombing), Orlando Bosch (founder of the CORU counter-revolutionary organization, which organized Chilean former minister Orlando Letelier's murder in 1976), Rafael 'Chi Chi' Quintero, Virgilio Paz Romero, Pedro Luis Diaz Lanz, Bernard Barker, Porter Goss, Barry Seal,etc. Members took part in the April 1961 Bay of Pigs invasion directed against Fidel Castro's regime. Operation 40 had 86 employees in 1961, of which 37 were trained as case officersOn 4 March 1960, La Coubre, a ship flying a Belgian flag, exploded in Havana Bay. It was loaded with arms and ammunition that had been sent to Cuba's revolutionary Castro regime. A second bomb was set nearby and timed to go off later - to kill the volunteers attempting to rescue the (primarily civilian) victims of the first explosion. The explosions killed 75 people and over 200 were injured. Fabian Escalante, an officer of the Department of State Security (G-2), later claimed that this was the first successful act carried out by Operation 40.[citation needed] Operation 40 was not only involved in sabotage operations. One member, Frank Sturgis, allegedly told author Mike Canfield: "this assassination group (Operation 40) would upon orders, naturally, assassinate either members of the military or the political parties of the foreign country that you were going to infiltrate, and if necessary some of your own members who were suspected of being foreign agents... We were concentrating strictly in Cuba at that particular time." The group sought to incite civil war in Cuba against Castro. "In October 1960, they realize that this project has failed, and that is when Brigade 2506" was created, a CIA-sponsored group made up of 1,511 Cuban exiles who fought in the April 1961 Bay of Pigs Invasion.The group played a major role in the Bay of Pigs invasion. "The first news that we have of Operation 40 is a statement made by a mercenary of the Bay of Pigs who was the chief of military intelligence of the invading brigade and whose name was Jose Raúl de Varona Gonzalez," writes Escalante. "In his statement this man said the following: in the month of March, 1961, around the seventh, Mr. Vicente Leon arrived at the base in Guatemala at the head of some 53 men saying that he had been sent by the office of Mr. Joaquin Sanjenis, Chief of Civilian Intelligence, with a mission he said was called Operation 40. It was a special group that didn't have anything to do with the brigade and which would go in the rearguard occupying towns and cities. His prime mission was to take over the files of intelligence agencies, public buildings, banks, industries, and capture the heads and leaders in all of the cities and interrogate them. Interrogate them in his own way”.In a 9 June 1961 memorandum to Richard Goodwin, historian and Kennedy advisor Arthur Schlesinger, Jr. wrote: "Sam Halper, who has been the [NY] Times correspondent in Havana and more recently in Miami, came to see me last week. He has excellent contracts among the Cuban exiles. ... Halper says that CIA set up something called Operation 40 under the direction of a man named (as he recalled) Captain Luis Sanjenis, who was also chief of intelligence. ... But the CIA agent in charge, a man known as Felix, trained the members of the group in methods of third degree interrogation, torture and general terrorism. The liberal Cuban exiles believe that the real purpose of Operation 40 was to 'kill Communists' and, after eliminating hard-core Fidelistas, to go on to eliminate first the followers of Ray, then the followers of Varona and finally to set up a right wing dictatorship, presumably under Artime. ... The exiles believe that all these things had CIA approval. ... Nice fellows."The CIA was initially confident that it was capable of overthrowing Castro, having experience assisting in the overthrow of other foreign governments such as the government of Iranian prime minister Mohammed Mossadegh in 1953 and Guatemalan president Jacobo Arbenz Guzmán in 1954. Richard Mervin Bissell Jr., one of Allen Dulles's three aides, was made director of "Operation Zapata."The original plan called for landing the exile brigade (Brigade 2506) in the vicinity of the old colonial city of Trinidad, Cuba, in the central province of Sancti Spiritus approximately 400 km southeast of Havana at the foothills of the Escambray mountains. The selection of the Trinidad site provided a number of options that the exile brigade could exploit during the invasion. The population of Trinidad was generally opposed to Castro and the rugged mountains outside the city provided an area into which the invasion force could retreat and establish a guerrilla campaign were the landing to falter. Throughout 1960, the growing ranks of Brigade 2506 trained at locations throughout southern Florida and in Guatemala for the beach landing and possible mountain retreat.On February 17, 1961, John F. Kennedy, the new U.S. president, asked his advisors whether the toppling of Castro might be related to weapon shipments and if it was possible to claim the real targets were modern fighter aircraft and rockets which endangered America's security. At the time, Cuba's army possessed Soviet tanks, artillery and small arms, and its air force consisted of B-26 medium bombers, Hawker Sea Furies (a fast and effective, though obsolete, propeller driven fighter-bomber) and T-33 jets left over from the Batista Air Force.[3]As Kennedy's plans evolved, critical details were changed that were to hamper chances of a successful mission without direct U.S. help. These revised details included changing the landing area for Brigade 2506 to two points in Matanzas Province, 202 km southeast of Havana on the eastern edge of the Zapata peninsula at the Bahía de Cochinos (Bay of Pigs). The landings would now take place on the Girón and Playa de zapatos Larga beaches. This change effectively cut off contact with the rebels in the Escambray "War Against the Bandits". The Castro government also had been warned by senior KGB agents Osvaldo Sánchez Cabrera and "Aragon", who respectively died violently before and after the invasion. The U.S. government was aware that a high casualty rate was possible.[citation needed].McGeorge "Mac" Bundy (March 30, 1919–September 16, 1996) was United States National Security Advisor to Presidents Kennedy and Johnson from 1961–1966, and was president of the Ford Foundation from 1966–1979. He was also a member of the well-connected Skull and Bones secret society at Yale University.Stevenson was assaulted by an anti-United Nations protester in Dallas, Texas, one month before the assassination of Kennedy in that same city on November 22, 1963. That assault contributed to the viewpoint that Dallas was filled with right-wingers hostile to JFK.Everette Howard Hunt, Jr. (October 9, 1918 - January 23, 2007) was an American author and spy. He worked for the CIA and later the White House under President Richard Nixon. Hunt, with G. Gordon Liddy and others, was one of the White House's "plumbers" — a secret team of operatives charged with fixing "leaks". Information disclosures had proved an embarrassment to the Nixon administration when defense analyst Daniel Ellsberg sent a series of documents, which came to be known as the Pentagon Papers, to The New York Times.Hunt, along with Liddy, engineered the first Watergate burglary. In the ensuing Watergate Scandal, Hunt was convicted of burglary, conspiracy, and wiretapping, eventually serving 33 months in prisonE. Howard Hunt - Aside from the Fielding burglary there are scarce few other activities the Plumbers were known to have been engaged in. Hunt reportedly looked into the Ted Kennedy Chappaquiddick incident and Liddy investigated reported Kennedy administration involvement in the assassination of South Vietnamese President Ngo Dinh Diem.7The CIA's near certainty that the Cuban people would rise up and join them was based on the agency's extremely weak presence on the ground in Cuba. Castro's counterintelligence, trained by Soviet Bloc specialists including Enrique Lister,[9] had infiltrated most resistance groups. The committee recognized that Veciana had an interest in renewing his anti-Castro operations that might have led him to protect the officer from exposure as Bishop so they could work together again. For his part, the retired officer aroused the committee's suspicion when he told the committee he did not recognize Veciana as the founder of Alpha 66, especially since the officer had once been deeply involved in Agency anti-Castro operations. Further, a former CIA case officer who was assigned from September 1960 to November 1962 to the JM/WAVE station in Miami told the committee that the retired officer had in fact used the alias, Maurice Bishop. The committee also interviewed a former assistant of the retired officer but he could not recall his former superior ever having used the name or having been referred to as Bishop." Letter to the Editor/A "sincere apology" (Dos Palos, CA)

Dear Editor,

As a Catholic, I would like to make a public apology to anyone who has been hurt or offended by anything that has been said at any of the Catholic masses in our area during the month of October.

According to official Church teaching, all people are free to act, behave and vote according to an informed conscience. Priests and deacons in their training, if they attended the required classes, have been educated in the complex way a conscience is formed. Catholics believe that all people are ultimately responsible to God for how they act in accordance with each person's individual conscience.

Catholics do believe in faithfull citizenship. That is, we all have a duty to become informed on issues and a duty to vote, each according to our individualy informed conscience, and on one is to coerce or force his point of view on others. The Catholic Church does not teach that parishioners are to be told from the pulpit how to vote, only that they should become informed with all the facts from both sides and then vote.

I did a survey of Catholic friends who live in various other parts of the starte to see if any had been told from the pulpit to vote for Proposition 8. Some were shocked and others were horrified to hear that anything was said during Catholic worship that was demeaning to any person or group. In general, Catholic teaching requires us to ensure that all who come to worship are to be made to feel welcome, and no one should feel discriminated against. In fact, ther sermon at a Catholic mass is called a homily, coming from the root homo, which means we all come together as one in Christ. The ordained minister's role is to help us understand scripture so that we will put aside our differences for the sake of worshiping God, who made us all, male and female or gay or straight, in God's own image. Jesus was accepting, welcoming, understanding, and forgiving and never judgemental of people who were condemned by the prevailing culture of his time for living different lifestyles.

Catholic teaching recognizes that in the US, we live in a democracy, not a theocracy, and that our public laws are to protect the equal rights of all. The Catholic Church has its own policies regarding marriage as a sacrament for all those who wish to marry in the Catholic Church.

I extend my sincere apology to all those who have suffered from any ridicule or because of any misunderstandings regarding Catholic Church teaching and the political decision-making process.

That little ditty famously summarized the message of “The Jungle,” Upton Sinclair’s 1906 exposé of conditions in America’s meat-packing industry. Sinclair’s muckraking helped Theodore Roosevelt pass the Pure Food and Drug Act and the Meat Inspection Act — and for most of the next century, Americans trusted government inspectors to keep their food safe.

The Jungle is a 1906 novel written by author and socialist journalist Upton Sinclair. It was written about the corruption of the American meatpacking industry during the early 20th century. The novel depicts in harsh tones the poverty, absence of social programs, unpleasant living and working conditions, and hopelessness prevalent among the "have-nots", which is contrasted with the deeply rooted corruption on the part of the "haves". The sad state of turn-of-the-century labor is placed front and center for the American public to see, suggesting that something needed to be changed to get rid of American "wage slavery".[1] The novel is also an important example of the "muckraking" tradition begun by journalists such as Jacob Riis. Sinclair wanted to persuade his readers that the mainstream American political parties offered little means for progressive change.
Upton Sinclair came to Chicago with the intent of writing The Jungle; he had been given a stipend by the socialist newspaper The Appeal to Reason. Upon his arrival in the lobby of the Chicago Transit House, a hotel near the stockyards, he was quoted as saying, "Hello! I'm Upton Sinclair, and I'm here to write the Uncle Tom's Cabin of the Labor Movement!" (Arthur, 43). He rented living quarters and immediately immersed himself in the city by walking its streets, talking to its people, and taking pictures. One Sunday afternoon, he worked his way into a group of Asian immigrants getting together for a wedding party – "Behold, there was the opening scene of my story, a gift from the gods". He was welcomed to the festivities and stayed until two o'clock in the morning.[2]
The novel was first published in serial form in 1906 by The Appeal to Reason. "After five rejections", its first edition as a novel was published by Doubleday, Page & Company on February 28, 1906, and it became an immediate bestseller.[1] It has been in print ever since.

Gershon was born in Los Angeles, California, the daughter of Mickey (née Koppel), an interior decorator, and Stan Gershon, who worked in import/export business and sales.[1][2] Gershon is Jewish,[1] and has a brother, Dann, and a sister, Tracy. Film star Gina Gershon is demanding a retraction of a US magazine's suggestion that she had an affair with Bill Clinton during his wife's failed presidential campaign.
In a letter released today, Gershon's lawyer asked Vanity Fair magazine to correct its report implying "an inappropriate sexual relationship" between the sexy actor and the former president.
Vanity Fair scribe Todd Purdum, whose wife is Clinton's former press secretary, attributed the alleged dalliance to "recent high-end Hollywood dinner party gossip". Gershon was not asked to confirm the information before the story was published, her lawyer said.
"The truth … is that Ms Gershon has only been in the same room as President Clinton on three occasions, during which she was always in the presence of anywhere from approximately a dozen people to several hundred or more," Gershon's lawyer, Lynda Goldman of the firm Lavely & Singer, wrote to Vanity Fair.
Goldman suggested that the actor would pursue a defamation lawsuit if the magazine did not immediately remove the report from its website.
Gershon's irate response to the magazine comes just after Clinton himself blasted Purdum as "sleazy" and "dishonest", forcing his wife's campaign to apologise for using inappropriate language.
Vanity Fair, meanwhile, has issued a statement defending Purdum and his reporting on the former president's travels on the Hollywood party circuit with billionaire friend Ron Burkle and film producer Steve Bing.
Gershon's lawyer said the actor, famous for her film roles in Bound and Showgirls, attended a dinner party given by Burkle "with 10-15 people in attendance, including President Clinton".
Lavely & Singer has represented a series of celebrities in the aftermath of damaging media allegations. The firm helped Angelina Jolie quash premature reports that she had given birth to twins and demanded that a Florida radio station kill promotions featuring unflattering photos of Britney Spears.

A Canadian mining financier, Frank Giustra, was last week exposed by the New York Times (NYT) as having secured a huge chunk of uranium resources in Kazakhstan - the world's third biggest source of the nuclear material.
According to the NYT, Giustra's deal was brokered by ex-president Clinton during a so-called "philanthropic tour" of the Central Asian state in late 2005.
A few months later, Clinton's eponymous charitable foundation received just over US$30 million from Giustra, followed by a whopping US$ 100 million soon afterwards.
Clinton's 2005 trip to Kazakhstan was, at least partly, aimed at boosting a bid by the country's despotic president, Nursultan A. Nazarbayev, to head the OSCE (Organization for Security and Cooperation in Europe). This - despite the regime's notoriously bad human rights record and suppression of free speech.
The man who rode to riches on Clinton's coat-tails, Frank Giustra, heads a specialist investment bank, Endeavour Financial, which picks opportunities in the minerals sector. Previously he was president and CEO of Yorkton Securities, one of Canada's leading venture capital firms and also a major investor in mining.[RM]

Late on Sept. 6, 2005, a private plane carrying the Canadian mining financier Frank Giustra touched down in Almaty, a ruggedly picturesque city in southeast Kazakhstan. Several hundred miles to the west a fortune awaited: highly coveted deposits of uranium that could fuel nuclear reactors around the world. And Mr. Giustra was in hot pursuit of an exclusive deal to tap them.
Unlike more established competitors, Mr. Giustra was a newcomer to uranium mining in Kazakhstan, a former Soviet republic. But what his fledgling company lacked in experience, it made up for in connections. Accompanying Mr. Giustra on his luxuriously appointed MD-87 jet that day was a former president of the United States, Bill Clinton.
Upon landing on the first stop of a three-country philanthropic tour, the two men were whisked off to share a sumptuous midnight banquet with Kazakhstan's president, Nursultan A. Nazarbayev, whose 19-year stranglehold on the country has all but quashed political dissent.
Mr. Nazarbayev walked away from the table with a propaganda coup, after Mr. Clinton expressed enthusiastic support for the Kazakh leader's bid to head an international organization that monitors elections and supports democracy. Mr. Clinton's public declaration undercut both American foreign policy and sharp criticism of Kazakhstan's poor human rights record by, among others, Mr. Clinton's wife, Senator Hillary Rodham Clinton of New York.
Within two days, corporate records show that Mr. Giustra also came up a winner when his company signed preliminary agreements giving it the right to buy into three uranium projects controlled by Kazakhstan's state-owned uranium agency, Kazatomprom.
The monster deal stunned the mining industry, turning an unknown shell company into one of the world's largest uranium producers in a transaction ultimately worth tens of millions of dollars to Mr. Giustra, analysts said.
Just months after the Kazakh pact was finalized, Mr. Clinton's charitable foundation received its own windfall: a $31.3 million donation from Mr. Giustra that had remained a secret until he acknowledged it last month. The gift, combined with Mr. Giustra's more recent and public pledge to give the William J. Clinton Foundation an additional $100 million, secured Mr. Giustra a place in Mr. Clinton's inner circle, an exclusive club of wealthy entrepreneurs in which friendship with the former president has its privileges.
Mr. Giustra was invited to accompany the former president to Almaty just as the financier was trying to seal a deal he had been negotiating for months.
In separate written responses, both men said Mr. Giustra traveled with Mr. Clinton to Kazakhstan, India and China to see first-hand the philanthropic work done by his foundation.
A spokesman for Mr. Clinton said the former president knew that Mr. Giustra had mining interests in Kazakhstan but was unaware of "any particular efforts" and did nothing to help. Mr. Giustra said he was there as an "observer only" and there was "no discussion" of the deal with Mr. Nazarbayev or Mr. Clinton.
But Moukhtar Dzhakishev, president of Kazatomprom, said in an interview that Mr. Giustra did discuss it, directly with the Kazakh president, and that his friendship with Mr. Clinton "of course made an impression." Mr. Dzhakishev added that Kazatomprom chose to form a partnership with Mr. Giustra's company based solely on the merits of its offer.
After The Times told Mr. Giustra that others said he had discussed the deal with Mr. Nazarbayev, Mr. Giustra responded that he "may well have mentioned my general interest in the Kazakhstan mining business to him, but I did not discuss the ongoing" efforts.
As Mrs. Clinton's presidential campaign has intensified, Mr. Clinton has begun severing financial ties with Ronald W. Burkle, the supermarket magnate, and Vinod Gupta, the chairman of InfoUSA, to avoid any conflicts of interest. Those two men have harnessed the former president's clout to expand their businesses while making the Clintons rich through partnership and consulting arrangements.
Mr. Clinton has vowed to continue raising money for his foundation if Mrs. Clinton is elected president, maintaining his connections with a wide network of philanthropic partners.
Mr. Giustra said that while his friendship with the former president "may have elevated my profile in the news media, it has not directly affected any of my business transactions."
Mining colleagues and analysts agree it has not hurt. Neil MacDonald, the chief executive of a Canadian merchant bank that specializes in mining deals, said Mr. Giustra's financial success was partly due to a "fantastic network" crowned by Mr. Clinton. "That's a very solid relationship for him," Mr. MacDonald said. "I'm sure it's very much a two-way relationship because that's the way Frank operates."
Foreseeing Opportunities
Mr. Giustra made his fortune in mining ventures as a broker on the Vancouver Stock Exchange, raising billions of dollars and developing a loyal following of investors. Just as the mining sector collapsed, Mr. Giustra, a lifelong film buff, founded the Lion's Gate Entertainment Corporation in 1997. But he sold the studio in 2003 and returned to mining.
Mr. Giustra foresaw a bull market in gold and began investing in mines in Argentina, Australia and Mexico. He turned a $20 million shell company into a powerhouse that, after a $2.4 billion merger with Goldcorp Inc., became Canada's second-largest gold company.
With a net worth estimated in the hundreds of millions of dollars, Mr. Giustra began looking for ways to put his wealth to good use. Meeting Mr. Clinton, and learning about the work his foundation was doing on issues like AIDS treatment in poor countries, "changed my life," Mr. Giustra told The Vancouver Sun.
The two men were introduced in June 2005 at a fund-raiser for tsunami victims at Mr. Giustra's Vancouver home and hit it off right away. They share a love of history, geopolitics and music - Mr. Giustra plays the trumpet to Mr. Clinton's saxophone. Soon the dapper Canadian was a regular at Mr. Clinton's side, as they flew around the world aboard Mr. Giustra's plane.
Philanthropy may have become his passion, but Mr. Giustra, now 50, was still hunting for ways to make money.
Exploding demand for energy had helped revitalize the nuclear power industry, and uranium, the raw material for reactor fuel, was about to become a hot commodity. In late 2004, Mr. Giustra began talking to investors, and put together a company that would eventually be called UrAsia Energy Ltd.
Kazakhstan, which has about one-fifth of the world's uranium reserves, was the place to be. But with plenty of suitors, Kazatomprom could be picky about its partners.
"Everyone was asking Kazatomprom to the dance," said Fadi Shadid, a senior stock analyst covering the uranium industry for Friedman Billings Ramsey, an investment bank. "A second-tier junior player like UrAsia - you'd need all the help you could get."
The Cameco Corporation, the world's largest uranium producer, was already a partner of Kazatomprom. But when Cameco expressed interest in the properties Mr. Giustra was already eying, the government's response was lukewarm. "The signals we were getting was, you've got your hands full," said Gerald W. Grandey, Cameco president.
For Cameco, it took five years to "build the right connections" in Kazakhstan, Mr. Grandey said. UrAsia did not have that luxury. Profitability depended on striking before the price of uranium soared.
"Timing was everything," said Sergey Kurzin, a Russian-born businessman whose London-based company was brought into the deal by UrAsia because of his connections in Kazakhstan. Even with those connections, Mr. Kurzin said, it took four months to arrange a meeting with Kazatomprom.
In August 2005, records show, the company sent an engineering consultant to Kazakhstan to assess the uranium properties. Less than four weeks later, Mr. Giustra arrived with Mr. Clinton.
Mr. Dzhakishev, the Kazatomprom chief, said an aide to Mr. Nazarbayev informed him that Mr. Giustra talked with Mr. Nazarbayev about the deal during the visit. "And when our president asked Giustra, 'What do you do?' he said, 'I'm trying to do business with Kazatomprom,' " Mr. Dzhakishev said. He added that Mr. Nazarbayev replied, "Very good, go to it."
Mr. Clinton's Kazakhstan visit, the only one of his post-presidency, appears to have been arranged hastily. The United States Embassy got last-minute notice that the president would be making "a private visit," said a State Department official, who said he was not authorized to speak on the record.
The publicly stated reason for the visit was to announce a Clinton Foundation agreement that enabled the government to buy discounted AIDS drugs. But during a news conference, Mr. Clinton wandered into delicate territory by commending Mr. Nazarbayev for "opening up the social and political life of your country."
In a statement Kazakhstan would highlight in news releases, Mr. Clinton declared that he hoped it would achieve a top objective: leading the Organization for Security and Cooperation in Europe, which would confer legitimacy on Mr. Nazarbayev's government.
"I think it's time for that to happen, it's an important step, and I'm glad you're willing to undertake it," Mr. Clinton said.
A Speedy Process
Mr. Clinton's praise was odd, given that the United States did not support Mr. Nazarbayev's bid. (Late last year, Kazakhstan finally won the chance to lead the security organization for one year, despite concerns raised by the Bush administration.) Moreover, Mr. Clinton's wife, who sits on a Congressional commission with oversight of such matters, had also voiced skepticism.
Eleven months before Mr. Clinton's statement, Mrs. Clinton co-signed a commission letter to the State Department that sounded "alarm bells" about the prospect that Kazakhstan might head the group. The letter stated that Kazakhstan's bid "would not be acceptable," citing "serious corruption," canceled elections and government control of the news media.
In a written statement to The Times, Mr. Clinton's spokesman said the former president saw "no contradiction" between his statements in Kazakhstan and the position of Mrs. Clinton, who said through a spokeswoman, "Senator Clinton's position on Kazakhstan remains unchanged."
Noting that the former president also met with opposition leaders in Almaty, Mr. Clinton's spokesman said he was only "seeking to suggest that a commitment to political openness and to fair elections would reflect well on Kazakhstan's efforts to chair the O.S.C.E."
But Robert Herman, who worked for the State Department in the Clinton administration and is now at Freedom House, a human rights group, said the former president's statement amounted to an endorsement of Kazakhstan's readiness to lead the group, a position he called "patently absurd."
"He was either going off his brief or he was sadly mistaken," Mr. Herman said. "There was nothing in the record to suggest that they really wanted to move forward on democratic reform."
Indeed, in December 2005, Mr. Nazarbayev won another election, which the security organization itself said was marred by an "atmosphere of intimidation" and "ballot-box stuffing."
After Mr. Nazarbayev won with 91 percent of the vote, Mr. Clinton sent his congratulations. "Recognizing that your work has received an excellent grade is one of the most important rewards in life," Mr. Clinton wrote in a letter released by the Kazakh embassy. Last September, just weeks after Kazakhstan held an election that once again failed to meet international standards, Mr. Clinton honored Mr. Nazarbayev by inviting him to his annual philanthropic conference.
Within 48 hours of Mr. Clinton's departure from Almaty on Sept. 7, Mr. Giustra got his deal. UrAsia signed two memorandums of understanding that paved the way for the company to become partners with Kazatomprom in three mines.
The cost to UrAsia was more than $450 million, money the company did not have in hand and had only weeks to come up with. The transaction was finalized in November, after UrAsia raised the money through the largest initial public offering in the history of Canada's Venture Exchange.
Mr. Giustra challenged the notion that UrAsia needed to court Kazatomprom's favor to seal the deal, contending that the government agency's approval was not required.
But Mr. Dzhakishev, analysts and Mr. Kurzin, one of Mr. Giustra's own investors, said that approval was necessary. Mr. Dzhakishev, who said that the deal was almost done when Mr. Clinton arrived, said that Kazatomprom was impressed with the sum Mr. Giustra was willing to pay and his record of attracting investors. He said Mr. Nazarbayev himself ultimately signed off on the transaction.
Longtime market watchers were confounded. Kazatomprom's choice of UrAsia was a "mystery," said Gene Clark, the chief executive of Trade Tech, a uranium industry newsletter.
"UrAsia was able to jump-start the whole process somehow," Mr. Clark said. The company became a "major uranium producer when it didn't even exist before."
A Profitable Sale
Records show that Mr. Giustra donated the $31.3 million to the Clinton Foundation in the months that followed in 2006, but neither he nor a spokesman for Mr. Clinton would say exactly when.
In September 2006, Mr. Giustra co-produced a gala 60th birthday for Mr. Clinton that featured stars like Jon Bon Jovi and raised about $21 million for the Clinton Foundation.
In February 2007, a company called Uranium One agreed to pay $3.1 billion to acquire UrAsia. Mr. Giustra, a director and major shareholder in UrAsia, would be paid $7.05 per share for a company that just two years earlier was trading at 10 cents per share.
That same month, Mr. Dzhakishev, the Kazatomprom chief, said he traveled to Chappaqua, N.Y., to meet with Mr. Clinton at his home. Mr. Dzhakishev said Mr. Giustra arranged the three-hour meeting. Mr. Dzhakishev said he wanted to discuss Kazakhstan's intention - not publicly known at the time - to buy a 10 percent stake in Westinghouse, a United States supplier of nuclear technology.
Nearly a year earlier, Mr. Clinton had advised Dubai on how to handle the political furor after one of that nation's companies attempted to take over several American ports. Mrs. Clinton was among those on Capitol Hill who raised the national security concerns that helped kill the deal.
Mr. Dzhakishev said he was worried the proposed Westinghouse investment could face similar objections. Mr. Clinton told him that he would not lobby for him, but Mr. Dzhakishev came away pleased by the chance to promote his nation's proposal to a former president.
Mr. Clinton "said this was very important for America," said Mr. Dzhakishev, who added that Mr. Giustra was present at Mr. Clinton's home.
Both Mr. Clinton and Mr. Giustra at first denied that any such meeting occurred. Mr. Giustra also denied ever arranging for Kazakh officials to meet with Mr. Clinton. Wednesday, after The Times told them that others said a meeting, in Mr. Clinton's home, had in fact taken place, both men acknowledged it.
"You are correct that I asked the president to meet with the head of Kazatomprom," Mr. Giustra said. "Mr. Dzhakishev asked me in February 2007 to set up a meeting with former President Clinton to discuss the future of the nuclear energy industry." Mr. Giustra said the meeting "escaped my memory until you raised it."
Wednesday, Mr. Clinton's spokesman, Ben Yarrow, issued what he called a "correction," saying: "Today, Mr. Giustra told our office that in February 2007, he brought Mr. Dzhakishev from Kazatomprom to meet with President Clinton to discuss the future of nuclear energy."
Mr. Yarrow said his earlier denial was based on the former president's records, which he said "show a Feb. 27 meeting with Mr. Giustra; no other attendees are listed."
Mr. Dzhakishev said he had a vivid memory of his Chappaqua visit, and a souvenir to prove it: a photograph of himself with the former president.
"I hung up the photograph of us and people ask me if I met with Clinton and I say, Yes, I met with Clinton," he said, smiling proudly.

Hillary's inability to control Bill may just prove to be fatal to her campaign for the Presidency. The New York Times (which recently endorsed Clinton) has broken a shocking story about former President Bill Clinton's fundraising activities:
Late on Sept. 6, 2005, a private plane carrying the Canadian mining financier Frank Giustra touched down in Almaty, a ruggedly picturesque city in southeast Kazakhstan. Several hundred miles to the west a fortune awaited: highly coveted deposits of uranium that could fuel nuclear reactors around the world. And Mr. Giustra was in hot pursuit of an exclusive deal to tap them. Unlike more established competitors, Mr. Giustra was a newcomer to uranium mining in Kazakhstan, a former Soviet republic. But what his fledgling company lacked in experience, it made up for in connections. Accompanying Mr. Giustra on his luxuriously appointed MD-87 jet that day was a former president of the United States, Bill Clinton. Upon landing on the first stop of a three-country philanthropic tour, the two men were whisked off to share a sumptuous midnight banquet with Kazakhstan’s president, Nursultan A. Nazarbayev, whose 19-year stranglehold on the country has all but quashed political dissent. Mr. Nazarbayev walked away from the table with a propaganda coup, after Mr. Clinton expressed enthusiastic support for the Kazakh leader’s bid to head an international organization that monitors elections and supports democracy. Mr. Clinton’s public declaration undercut both American foreign policy and sharp criticism of Kazakhstan’s poor human rights record by, among others, Mr. Clinton’s wife, Senator Hillary Rodham Clinton of New York. Within two days, corporate records show that Mr. Giustra also came up a winner when his company signed preliminary agreements giving it the right to buy into three uranium projects controlled by Kazakhstan’s state-owned uranium agency, Kazatomprom. The monster deal stunned the mining industry, turning an unknown shell company into one of the world’s largest uranium producers in a transaction ultimately worth tens of millions of dollars to Mr. Giustra, analysts said.Just months after the Kazakh pact was finalized, Mr. Clinton’s charitable foundation received its own windfall: a $31.3 million donation from Mr. Giustra that had remained a secret until he acknowledged it last month. Norfolk, Va. -- Inspired by the Discovery Channel's annual "Shark Week" marathon, which features nightly shark-themed programs, PETA is putting up billboards in coastal towns to remind swimmers and surfers that the most dangerous predator in the water isn't the one with five consecutive rows of pointy teeth. The billboards show a shark chomping on a human "drumstick" alongside the slogan "Payback Is Hell."
Every year, more than 25 million sharks and billions of other sea animals are killed in horrifying ways by the most fearsome predator on the face of the Earth--Homo sapiens. By contrast, only one person worldwide was killed by a shark last year. PETA wants those concerned about predators in the water to think about what sharks and other fish experience as they bleed to death after their fins have been hacked off to be made into "delicacies" like shark-fin soup, salmon steak, or fish balls. According to an international team of scientists, 29 percent of fish species have "collapsed," or declined by 90 percent as a result of human fishing for fun and food.
Most fish in restaurants and supermarkets are caught by fishers using huge commercial fishing nets--sometimes miles long--which stretch across oceans and swallow up everything and everyone in their path. When hauled up from the deep (along with dolphins, turtles, seals, and other "trash catch"), fish slowly suffocate or are crushed to death, their eyeballs bulging out of their heads from the pressure of sudden surfacing. Others are still alive when their throats and bellies are slit open.
"Sharks are much more likely to be attacked by humans than the other way around," says PETA Senior Vice President Tracy Reiman. "The most dangerous predator of all is the one standing at the 'all-you-can-eat' seafood buffet."

In the recent decades however, there is a new thought to streamline businesses, get rid of spending on research and developement, spending on improving working conditions for employees, employee benefits and contributions to charity organizations. They make it look as if man is incapable of learning from his/her mistakes.
